Any class has at least good combinations in terms of race. Some classes like Sylvari don't actually entail any specific class being the best combo though, so I think Mesmer and Thief are definitely a stretch and moreso to fulfil the criteria of the categorisation than being lore-accurate.
For fracs Druid is fine as long as people follow mechanics, but its not (best) healer in fracs. Best raw is tempest. But the safest way in fracs is harrier firebrand + renegade. But still they are not that strong in healing. As much as I would say scourge would be after tempest, but scourge only supply’s barriers.

X Warrior - no alacrity application and weak ranged options make this not the best class in terms of elite specs and support warrior is still lacking heal weapon (that could have been somewhat blunted by lowering Soldiers Comfort cooldown to below 5 seconds) ; bladesworn is an utter joke in PVP/WVW now and berserker is not in a great state

There are four builds that do both jobs. Shortbow ranger with traps, dragonhunter with traps, staff scourge with Wells and marks, and turret scrapper with flamethrower. I personally feel that shortbow ranger strictly outclasses dragonhunter at tagging, but people argue both ways, so I included it too. 2. u6selmp.
